I have a theory. Frodo died on that mountain. You could almost see his last breath as he was ascending mount Doom. By some miracle Frodo comes back to life, a second breath of sorts. This is similarly to how Gandalf died fighting Balrog and return as Gandalf the White. To get back to Frodo, it seems like destiny had a plan for him, but once the plan was executed, Frodo would have to leave to the other realm, which is essentially what happens when he crosses over with Gandalf the White. Both men carried their missions to the end and once this was done, so was their passage on Middle Earth. The only reason fate permitted them to come back was to ultimately destroy the ring. Gandalf and Frodo crossing over that body of water on boat is reminiscent of greek mythology, where the death cross over the river Styx. So not only did Gandalf die, but so did Frodo later on. Once he fell on that mountain, there was no reason to believe he’d regain his energy, he looked practically dead.
